|3 credits. Effective governance combines a basic understanding of natural systems with human values to create new coastal institutions. Examples are drawn from energy development, wastewater treatment, wetland protection, dredging, sea-level rise, eutrophication, and fisheries. Spatial planning, protected areas, and ecosystem-based approaches to coastal management are contrasted with conventional regulatory systems and each other to demonstrate the content and effectiveness of different frameworks as well as their evolution in response to changes in society.
